From April 18 to 20, 6 professional photographers went around the province of Nueva Ecija
to capture its beauty and serenity
Greetings.

As early as the first week of June this year, I intimated to the members of the Sangguniang Panlalawigan that
just liked any other professional police officer, I will be leaving Nueva Ecija and moving on to my next
assignment.  Today, that day has come, as I will proudly turnover command of the NEPPO to my worthy
successor, a friend and upperclass, member of PMA Class ‘82, like myself a former chief of the Regional
Intelligence and Investigation Division of the National Capital Region Police Office,  PSSUPT RIC MARQUEZ.

Yesterday during our fellowship, I was asked time and again as to how I feel about my relief.  And my standard
reply was, for professional police officers like us, personal feelings, even family take the backstage every time
duty calls.  I find that this attitude has allowed me to focus on the more important issues like how to better
serve the people of Nueva Ecija.

I have to be honest that I will leave today with a heavy heart.  It is simply difficult to bid farewell to the fresh air
that this province has been famous for. It is doubly hard to bid farewell to the world class scenic views of
Pantabangan and the spring waters of Gabaldon.  But most especially it is difficult to say goodbye to the most
hospitable people on earth, the people of Nueva Ecija who heeded the call of their MAMANG PULIS and
started to look at us as their protector, their friend.

Traditionally, speeches such as this, revolve around the accomplishments of the outgoing.  But I decided to
deviate from that practice and just turn mine into a message of thanks.

My heartfelt gratitude goes to every member of the Nueva Ecija Press Corps for heeding my call, earlier in my
term, for us to be partners and to be catalyst of positive change in this once violence stricken province. Thank
you for going against the norm if only to show the inner beauty in the heart of every Novo Ecijano.  NEPPO
would not have done what we have accomplished without you behind us, rooting for us, echoing our call to
the people, to give us the much needed benefit of the doubt. MARAMING MARAMING SALAMAT NUEVA ECIJA

To the men, women, and non-uniformed personnel of NEPPO, hank you for believing in me, for believing in
yourselves that there are indeed far better ways to improve the brand of public service that the people so
deserve. First and foremost, thank you for not beating my score in the IDPA Marksmanship training that each
and every police officer went through. I still remain as the NE top gun, thanks to all of you.

Kidding aside, thank you for making the Central Luzon Regional Athletic meet last February the safest athletic
meet in the country where the province experienced zero crime for one whole week.

Thank you for turning night into day in your efforts to cleanse the province of hardened criminals. Putting
behind bars 656 wanted persons or about 5 arrests per day is no small feat by any standard. Included in those
numbers were Nueva ECija’s #3,#7,#15 & #16 Most wanted persons.

Thank you for accounting for more than 120 assorted loose FAs. The figure means that you recovered almost 1
loose FA every single day. When we presented in media those FAs last June 20, Steve Gosuico said, “wow, ang
daming baril nito. Parang gun show.”

Thank you for making our Anti drug Rally earlier this month a resounding success. The more than 10,000
participants which filled the Convention Center to the brim is a manifestation that the novo ecijano now
believes in their police to be sincere in its campaign against illegal drugs.   

Thank you for your collective efforts which resulted to a 9% decline in index crimes which is higher than the
national average of only 5%.

Thank you for working the midnight oil if only to solve every single crime committed in the province. Our 88%
crime solution efficiency which is significantly higher than the 85% NHQ standard, shows that a Nueva Ecija
police investigator is at par even with the best investigators in the National Capital Region where I used to
serve for almost a decade.

These collective efforts turned the tide against the criminal elements operating in the province thus forcing
them to move elsewhere. Because of your efforts, the peace and order in Nueva Ecija is now at par if not
better than in other provinces.

With your selfless efforts you have not only earned the right to be called true blue MAMA and Aleng Pulis, but
you have also earned my undying devotion. MARAMING SALAMAT sa lahat ng mga NUP, MAMA at ALENG
PULIS ng Nueva Ecija. But with my heartfelt thanks comes a personal request, for you to extend the same
support that you have given me to my successor, PSSUPT RIC MARQUEZ.

Thank you to all the MAMANG SUNDALO who have been our silent partners in our fight not only against
insurgency but also against criminality. We would not have done all these without you.

I also must thank our top MAMANG PULIS, PDG AVELINO RAZON JR, and the leadership of PRO3, for giving me
this once in a lifetime opprtunity not just to serve, but to serve well and to touch the lives of some 1.6M Novo
Ecijanos.

And last but not the least, to the countless and faceless other NOVO ECIJANOS who are no longer afraid to
come out into the open to fight for what is right, to report a crime or to stand as witnesses, thank you for
changing the word INGAT into MABUHAY. Sa mga kababayan kong Novo Ecijano, I have served you to the
best of my ability. I believe I have served you well. And all I ask is for you to continue trusting your brothers in
uniform for after all, we are the only ones mandated to serve and protect you. And this we will do to the last
drop of our blood.

In closing and in reply to the prying eyes, as if asking, why my speech was entitled “I shall return.” As I leave
today, that is exactly my intention. To return to Nueva Ecija at the next possible chance that I get, not as a
public servant, but maybe as a tourist, or a friend who has learned to appreciate and has developed a
longing for your fresh air, world class sceneries, your rice, and more importantly the warm hospitality and
friendship that you have given me. I shall return if only to greet some of you and together reminisce that once
upon a time, I came to this violence stricken province, but with the help of the Novo Ecijano, left it as one of
the most peaceful province in the country.
