Personnel Discipline and Accounting
Change of status and updating of personnel are being conducted by S-1 on a weekly basis. The
present NEPPO manpower strength is 1,418 (92 PCO’s, 1,306 PNCO’s and 20 NUP's).
IDPA Training for all NEPPO personnel
formally started immediately after the
inauguration of the newly renovated
NEPPO Firing Range.  Every personnel is
required to fill-up information sheets, have
their ID pictures digitally processed and
entered into a pre-designed database. As of
today, 400 personnel have completed the
45-round course. The command was able
to solicit help from friends to complete the
56,000 round ammo requirement needed as
only 6,000 rounds of ammo were provided
by PRO-3.
From the time the PD, NEPPO assumed office; Four (4) administrative cases against erring
personnel were filed. Two (2) cases have been resolved while the remaining two (2) cases are
scheduled for pre-charge evaluation.Eight (8) complaints were received by our SMS system, Two
(2) have been resolved while the remaining six (6) are still in the process of validation.
ESTABLISHED THE REAL SENIORITY LINEAL LIST

    With the approval and confirmation of the PNP’s proposed NAPOLCOM Memorandum
    Circular governing the “Rules, Policies, Procedures and Guidelines in the Establishment of
    Seniority Lineal List (SLL) for Police Commissioned Officers (PCOs)”, the different Police
    Commissioned Officers (PCOs) Seniority Lineal List Boards, Committees and Technical
    Working Groups (TWG) were activated.

FURTHER REDUCED UNIFORMED PERSONNEL AT HEADQUARTERS 10-90%
ADMINISTRATIVE-FIELD DEPLOYMENT OF PNP UNIFORMED PERSONNEL IN
POLICE STATIONS

    In line with the downloading of personnel from the Provincial Headquarters to Municipal
    Police Stations and Provincial Mobile Groups, the administrative-field deployment ratio of
    PNP uniformed personnel has gainfully improve from 60%-75% as of January 11, 2008 to
    75%-90.% as of March 15, 2008.

PERSONNEL FILL-UP BY MUNICIPAL POLICE STATIONS

    To ensure that Municipal Police Stations are capable of properly providing police service,
    this office is religiously complying with the directive to have a minimum of fill-up of 21
    personnel per municipal police station.

DESIGNATION OF POLICE COMMISSIONED OFFICERS (PCOs) AS CHIEFS OF
POLICE

    At present there are six (6) Police Commissioned Officers who are designated as Chiefs of
    Police in City/ Municipal Police Stations while the other twenty (26) police stations with
    designated Officers-in-Charge are recommended to be confirmed by the National Police
    Commission (NAPOLCOM).

DOWNLOADING OF POLICE INSPECTORs AND PO1s

    In compliance with the memorandum from National Headquarters, from December 2007 to
    March 15, 2008, a total of forty-five (45) police personnel have been downloaded from the
    Provincial Headquarters to the different Municipal Police Stations and Provincial Mobile
    Groups.
PROVIDED TANGIBLE INCENTIVES TO PERSONNEL

    A one (1) hectare proposed PNP housing project located at Brgy Atate, Palayan City was
    already allocated to 100 PNP personnel who applied and were pre-screened by the NEPPO
    Housing Board.
HEALTH CARE SYSTEM

    Dr Paulino J Garcia Memorial Hospital is the accredited Medical Hospital wherein Nueva
    Ecija PPO personnel can get discounts for hospitalization.

FIREARMS PROFICIENCY TRAINING  

    Firearms training and proficiency firing were opened last February 27, 2008. In the
    cycle, all NEPPO PNP personnel are required to undergo the 45-round International
    Defensive Pistol Association (IDPA) Firearms Proficiency Classification Training.

FIRST (1ST) SEMESTER PHYSICAL FITNESS TEST CY 2008

    This office conducted the 1st semester physical fitness test from March 4 - 28, 2008.
 
DAILY ACCOUNTING SYSTEM

    This office is also complying with the
    requirement set by the National
    Headquarters in connection with the daily
    accounting of PNP personnel to ensure
    that all personnel are actually performing
    their duties. Daily accounting reports are
    being submitted to this office every end
    of the week together with the
    consolidated weekly reports to be
    submitted at the Regional Headquarters.
ESTABLISHMENT OF A SEPARATE ACCOUNTING UNIT  

    The Provincial Personnel Holding and Accounting Unit (PPHAU) of Nueva Ecija PPO was
    activated last  March 7, 2008 pursuant to Special Orders Number 77, NEPPO dated March
    7, 2008.

AWARDS

    NEPPO continues to give awards and commendations for personnel accomplishments.  160
    uniformed personnel were recipients of Medalya ng Kasanayan and 135 for Medalya ng
    Papuri.  A total of 65 letter of commendations  to  2218 PNP personnel  of NEPPO 19
    letter request for awards  are submitted to PRO3  for approval
                    
    The following Police Stations and Provincial Mobile Group were awardees during the 16th
    PNP Day Celebration held at PRO-3, Camp Olivas, City of San Fernando Pampanga last
    February 2008:

    •        Cabanatuan City Police Station – Best City Police Station of the year
    •        San Jose City Police Station – Best Women’s and Children’s Concern Office
    •        307th Provincial Mobile Group – Best Provincial Mobile Group of the year.
Inaugurated the Gabaldon and Carranglan Police Stations last 15 January 2008.
