For the period covered, the province-wide crime volume totaled to 261 incidents which decreased
by 48 or 15.53% compared to the same period last year figure of 309 incidents. This is broken
down to 106 or 40.46% index crimes and 155 or 59.16% non-index crimes. Index crimes decreased
by 25 or 19.08% while non-index crimes decreased by 23 or 12.92%.

As to the distribution of index crimes, Crimes Against Persons accounted for the biggest share with
74 or 69.81%, which decreased by 15 or 17.85% compared to the same period last year with
Murder cases as the most prevalent which recorded a total of 30 or 40.54%. Meanwhile, Crimes
Against Property totaled to 32 or 30.19% with Theft as the most prevalent with a record of 18 or
56.25%.

The province-wide average monthly crime rate (AMCR) for the period was pegged at 5.21 incidents
per 100,000 population which decreased by 0.96 or 15.42% compared to last year’s figure of 6.16.
On the other hand, the average monthly index crime rate (AMICR) was pegged at 2.11 incidents per
100,000 population, which decreased by 0.50 or 19.16% compared to the previous year figure of
2.61. The average monthly non-index crime rate (AMNICR) was recorded at 3.09 per 100,000
population, which decreased to 0.46 or 12.96% compared to the same period of the previous year of
3.55.

| CRIME SOLUTION EFFICIENCY |
A total of 226 cases were solved, reflecting a crime solution efficiency (CSE) of 87%. This figure is
7% lower than the 94% goal set by higher headquarters. The index crime solution efficiency (ICSE)
was recorded at 73% while the non-index crime solution efficiency (NICSE) was recorded at 96%
compared to the same period of the previous year.

| Overall, the much improved peace and order situation in the province was made possible by our implementation of the “Mamang Pulis” program. We anticipate that with our continuous implementation of said program, crime will continue to decrease in the entire province. |
